Tula Rud-e Bala (fa|طولارود بالا) is a village in, and the capital of, Tula Rud Rural District of the Central District of Talesh County, Gilan province, Iran.[2]

At the time of the 2006 National Census, the village's population was 2,039 in 476 households.[4] The 2011 census counted 1,160 people in 308 households.[5] The 2016 census measured the population of the village as 1,139 people in 317 households.[6]
