Shamsul Hoque Tuku (born 31 May 1948) is a politician from the Awami League who has been implicated in a murder case related to his involvement in the July massacre. Tuku served as the deputy speaker of the Jatiya Sangsad and was a former Minister of Home Affairs in the second Sheikh Hasina-led Awami League government.[3] [4] [5] He was a member of Jatiya Sangsad from 2008 to 2024 from the constituency of Pabna-1.[6] [7]

Criminal Background

Shamsul Haque Tuku, the former Deputy Speaker of Bangladesh, was involved in a murder case that led to his arrest along with former State Minister for Posts, Telecommunications and Information Technology Zunaid Ahmed Palak, and the general secretary of Dhaka University Chhatra League, Tanvir Hasan Saikat.[8]

On August 15, the Dhaka Metropolitan Magistrate Rashidul Alam granted a 10-day remand for the accused to facilitate a proper investigation into the case. The police had requested the remand after presenting the accused in court, stating the need for further inquiry.[9]

The individuals were arrested on the night of August 14 while hiding in the Nikunja residential area of the Khilkhet police station. They were subsequently taken to the Detective Branch (DB) office in Dhaka.[10]

The murder case stems from the shooting of rickshaw puller Kamal Mia, aged 39, on July 19 in the Paltan police station area during the quota movement. The victim's wife, Fatema Khatun, filed a murder case on July 20 at the Paltan police station, naming unidentified perpetrators.[11]

Biography

Tuku was born on 31 May 1948. He holds master's degrees in communication, arts and law.[12] [13]

Tuku first entered parliament in the ninth Bangladesh parliamentary election in 2008, representing the constituency of Pabna-1.[14] In July 2009, he was appointed as a state minister for the Home Ministry by the cabinet council of the Bangladesh government.[15] In 2013, his house in Pabna district, which was rented to the local passport office, was damaged by fire during violence involving members of Bangladesh Jamaat-e-Islami.[16]

Tuku returned to parliament in the tenth Bangladesh parliamentary election in 2014. He is a member of three parliamentary standing committees: Ministry of Home Affairs; Law, Justice and Parliamentary Affairs; and Public Accounts.[17] On 28 August 2022, he was selected for the vacant post of deputy speaker of the Jatiyo Sangsad.[18]

Personal life

Tuku's brother, Abdul Baten, is the mayor of Bera Municipality. In October 2020, Baten was accused of "misbehaving" with the upazila nirbahi officer.[19]
